Do you know what this tag is called and where it is located?

It looks like your engine I D tag.
it should be bolted to the intake manifold.

My engine tag was found on the bolt that holds down the distributor. There may have been variances of where they were located, but I don't think they were ever put on the fender from the factory. Someone obviously relocated yours. Perhaps you can check out some orginial photos to see where the tags are in those trucks if you are looking for an orginal location.
