Fuel pump is probably wearing out. Or a leak near the fuel bowl in the carb.

i think it is the fuel pump then because the carb was just rebuilt.

To verify that use this little tip crazy larry passed on to me, disconnect the fuel line to the carb. point it away from ANY SOURCE OF IGNITION. Then crank the motor over a few times, it should have fuel pouring out of it, if it doesn't. Replace.

Did it do this before the carb rebuild? If not, then I bet they put a bad accelator pump in. It's a stupid little .25 part, but I don't knopw if you can buy just that, or if you have to buy the whole kit ($35 or so). The same thing was happening to mine and I just rebuilt it. So I bought another kit and just replaced the diaphram and now it works fine. But, I was having leaking around the carb and you say you are not. I also replaced a gasket to the fuel bowl that was not sealing properly on the rebuild.
I also replaced the fuel pump recently and it was only $40 or so.
