This is how Nebraska does it. http://www.dmv.state.ne.us/dvr/specialty/hist.html
Today in the mail I recieved my truck set back. In Nebraska its a one time fee and your registration states "non-expiring" HOW SWEET IT IS. At application for vintage (yom) style you must show or mail in the plates to the state for approval then show proof of another registered vehicle used for daily transportation. This is now my second set as I have also regisitered my VW this way a few years back. As for the county number you can use any Nebraska county plate regardless of the county you reside as long as it is in decent shape and correct year and colors for your era vehicle. They refer to this type of registration as a vintage and will issue this way even if you don't have a pair (1 plate ok)
They also have what they call HISTORICAL these are generic looking plates they issue to you. They are a bit less money but not as cool.

YOM plates are allowed in Michigan. $35 one-time registration fee and they are registered forever. I run them on my '68, '64 and '63 Ford pickups.

You have to have YOM with a licence tab from that year too.

PITA. And then, it's considered collector, so in the case of our trucks, we can't haul cargo.
