Axles out of 9 inch

Is it really supposed to be so hard to get axles out, I've tried using reverse drum, not moving and inch. Is there anything I need to know, got all the bolts off. Is it common to need a puller or anything else to try?

What size truck? My F250 has full-floating axles. To remove the axles, I take all eight nuts off, and whack the center of the axle with a heavy hammer. It pops out about an inch, and I'm able to pull it out from there. Again, this is an F250 with a Dana 60. Or, do you mean something else, and I'm completely off base?

on a 9in with the drum and shoes removed, you will find four bolts through the hole in the axle. after those are removed the axle can then be pulled.

Went and got axle puller - slide hammer and all is well.
