it could be that regulator. it controls the voltage to the gauges.

got one in mine...will check it tonight & let you know what / how to check. You are using a 69 cluster, correct?

Step#1 Disconnect the wire at each of your sending units and check for voltage there with the ignition switch in the on position. If you find a pulsating voltage, your dash panel voltage regulator is working correctly.

Step#2 Disconnect the wire at the oil pressure sending unit and at the fuel level sending unit. Place the ignition switch in the on position and check your gages. If they are still maxed out, I would run a new temporary wire from each sending unit to the respective gage. This will eliminate whether you have a short in either wire.....

sounds like you put 12 volts straight to it with the other wire it should only have one hot from the regulator and a feed from the tank.
