I would make sure that your light bulbs are not burnt out on both the dash and the dome light. My first car I bought was a 1956 Chevy and when I bought it all the bulbs were burnt out. Also try rotating the light switch knob to the left and right to make sure that it is not all the way to the left and that the dash and dome light are not on dim. I have read on the sight that the cluster gets grounded to the column support so make sure that it has a good ground (maybe someone with more knowledge on this will respond). Also if your 67 has door switches make sure they are working properly for your dome light. Make sure you disconnect your battery when pulling out the instrument cluster to work on it. Just a few simple things to check, hope this helps!!!

Have you checked to make sure the wiring harness is connected in the back of the cluster?
You should be able to poke around with a test light, perhaps beginning with the headlight switch, find out if there are any openings in the circuit. You might have pulled a wire out of its connector while installing the switch.
A wiring diagram is available on this site if you need to dig deeper.
