Horn Assembly Removal

What steps do I need to follow to get access to the horn? ('67 F250)
Mine appears to have an issue. I tried putting a continuity meter on the blue with yellow stripe wire and on the frame. I figure it should have been set off when I press the horn. Nothing.
Does the horn only operate when the vehicles running? I tried jumping the wire to the frame with the millimeter lead and I got a “clickâ€Â

The horn works all the time. With the hood up, can you hear the relay click when you press on the horn bar?

No. But I hear a click when I jumper the blue-yellow wire to the frame. Don't know where its coming from other than under the hood.

If your horn(s) are bad/rusted they can click too.
