i would sand the surface with some 180 grit sand paper to take all the rust off then get sum stuff called (metal prep ) from ppg to clean the metal surface then there is a self etching primer from (SEM) spray a light coat over the bare metal then spray 3 medium coats of (SEM) rattle can primer yer done hope this helps. P.S. white vinager is a good rust killer wipe over the clean metal surface then primer :shh:
